Symptoms:
Appraisal Admin needs to define goals (MBO/KPI) on behalf of staff
Possible cause (s):
1. Staff/Manager choose a wrong template and define goals in wrong template.
2. Manager is not around to Initiate a new appraisal and fill in the goals on behalf of the staff.
3. The manager and staff are too busy to re-initiate a new appraisal form and create the goals.
Suggested workaround/ solution(s):
By default, system does not allow Appraisal Admin to create new goals for any staff. Only staff and their respective immediate manager can create the goals. Hence, in order to create on behalf, Appraisal Admin will need to go through the followings :
1. Employee Appraisal > Mass Initiate Appraisal, choose the staff and the appraisal form correctly to create the form.
2. Once the form is created, go to Transactions and replace the appraiser temporarily from staff's immediate manager to Appraisal Admin
(Appraisal Admin need to temporarily possess Appraisal Manager Group under Personnel > Processes > Access Rights).
3. Once replaced, Admin can click [New Goal] to create goals and click Save Plan.
4. Go to Transactions again and revert the appraiser back to the staff's immediate manager using "Replace Appraiser".
Once the manager replacement is done, the immediate manager may login to see the goals which the Appraisal Admin has created on behalf of the staff. The immediate manager can just click "Approve Plan" to allow the staff to login and proceed to do Self Appraisal.
